Mobile Home Setup and Replacement in North Fort Myers

Setting up a mobile home in North Fort Myers means more than blocking it and strapping it down. Lee County needs a permit for every new install and replacement, the home has to be built for Wind Zone III, and on a lot in a flood zone it has to sit high enough to meet the county’s flood rule. We plan the blocking, anchoring and height with you before the home is delivered, then set it, level it and tie it down. Setup is priced from the home and the lot, so you get a written quote after we have seen both. A full anchor install alone typically runs $600 to $3,500.

Who this is for

  • You bought a used home and are moving it onto a lot or into a park space.
  • You are replacing an older home, including one lost or badly damaged in Ian or Milton.
  • You bought the home where it sits and want it set right before you move in, which overlaps with our relevel and pier and pad work.

The Lee County permit

Lee County requires a Manufactured/Mobile Home/RV permit for new installs, replacements and tie downs. The permit guide asks the applicant to show the required blocking and anchor details and the skirting details, and it asks for the manufacturer’s specifications as proof of meeting Wind Zone III. If the owner applies for a tie-down permit, the county also wants a Mobile Home Owner Affidavit that names the dealer or installer doing the work. Before you sign anything, ask who is applying for the permit and whether that cost is in the price.

Wind Zone III

Lee County is HUD Wind Zone III, with a 110 mph design wind. That is why the county asks for proof from the manufacturer, and it shapes the anchoring. Florida Rule 15C-1 calls for approved galvanised auger anchors set for the soil class in undisturbed or compacted soil, stabiliser plates of 180 square inches set flush with the soil, diagonal frame ties no more than 5 feet 4 inches apart, and longitudinal ties as well. Coral anchors do not meet Zone II or III. More detail is on our tie-downs and anchors page.

The flood rule: base flood elevation plus one foot

Much of North Fort Myers by area is in a FEMA flood zone, especially near the river and creeks, and the zone changes from park to park. Since November 2022, Lee County Ordinance 22-30 requires any manufactured home placed, replaced or substantially improved in a flood hazard area to be elevated:

Flood areaWhat must be at base flood elevation plus 1 ft
Flood hazard areas other than coastal high hazardThe lowest floor
Coastal high hazard (VE and Coastal A zones)The bottom of the frame, with site specific engineering

After the home is set, a registered surveyor verifies the floor elevation. Find out your lot’s zone and base flood elevation before you buy the home, because a taller setup changes the piers, the stairs and the skirting.

How we set a home

  1. Lot check. We look at the ground, where water runs, and the flood zone. Rule 15C-1 asks for the area under the home to be graded so water does not collect there, which matters on the poorly drained sand that covers most of North Fort Myers.
  2. Pads and piers. Pads are at least the 4 by 16 by 16 inch solid concrete the rule sets as a minimum, laid out to the home’s setup instructions.
  3. Set and level. The home is lowered onto the piers and shimmed to level along every beam, and a doublewide’s halves are joined along the marriage line.
  4. Anchors and straps. Auger anchors and ties to Rule 15C-1 and the home’s own instructions. Then the county’s 113 Tie Down inspection.
  5. Skirting and stairs. These go on before the 106 Final Structural inspection, which the county lists as coming after skirting and stairs. See skirting repair.

Ask for the licence number

Florida requires a mobile home installer licence from FLHSMV for anyone who installs a mobile home, and installing without one is a first-degree misdemeanour. Ask for the number before the home is delivered and check it. Typical ranges for the related work are on our pricing page.

Frequently Asked Questions

Does Lee County need a permit to set up a mobile home?

Yes. Lee County requires a Manufactured/Mobile Home/RV permit for new installs, replacements and tie downs. The application includes the blocking and anchor details and the skirting details, and the manufacturer's specifications have to show the home meets Wind Zone III. Ask who is applying for the permit and make sure that cost is in your quote.

My lot is in a flood zone. How high does the new home have to sit?

Under Lee County Ordinance 22-30, a home placed or replaced in a flood hazard area must have its lowest floor at or above base flood elevation plus one foot. In VE and Coastal A zones it is the bottom of the frame that has to meet that height, and the county asks for site specific engineering there. A registered surveyor verifies the floor elevation after the home is set.

Which inspections will the county do?

Lee County's guide lists a 113 Tie Down inspection and a 106 Final Structural inspection, which comes after the skirting and stairs are on. Other inspections can apply depending on the job, so check what your permit lists.

Does the person setting up my home need a licence?

Florida law says anyone who installs a mobile home must hold a mobile home installer licence from FLHSMV, renewed every year. Ask whoever sets your home for the licence number before the home arrives, and look it up.
